What is the best way to get rid of sand fleas' bites? Or at least the itching of them?

I bite all over my lower legs and ankles, they itch like .. A crazy dr. I wanted to put on things like steroid to relieve the itching, I do not think this is a good idea. Any suggestions on good lotion or something less dramatic?
